After trying many different  configurations with the different
feel.files my  fix for this is to use feel.autoraise and change the
autoraise default from 500 ms to 1500ms +/- depending on your
preferance, allowing  time to get your pointer on the window you want to
raise instead of having every window you run the mouse across jumping to
the front.
