Go to the base.yourcolordepth file and change
     DeskTopSize 3x3 to
     DeskTopSize 4x2

Go to the pager file and set:
      *PagerColumns 1
      *PagerRows 1

If you start your pager from autoexec, then change

     Module "I" Pager 0 3 to
     Module "I" Pager 0 0

in both RestartFunction and InitFunction.

That should do the trick.

Also, my guess is that you can remove

*DeskTopSize 2x2
*DeskTopScale 24

from pager file.
