Joe,

Don't really have an answer to your original question, since I'm searching
for the answer as well.  Followed the same instruction and got cygwin to
work with exceed, but Afterstep thought another WM is running and refuse
to load.  I emailed the author of the website but didn't get any response
back.
Let me know if you find anything else.  This is probably a bit OT so you
are welcome to email me directly.
