AFAIK, it's where afterstep puts its internal files such as the composite
startmenu scripts, background desktop images, etc.  It's generated from the
other (configurable) files outside of this directory and user commands to
the start menu (e.g. Pictures menu selections).  As I recently found out,
you shouldn't go messing in here (e.g. clean out this directory).
AfterStep (Pager in particular) gets pretty confused.
