Yes, someone has.  He posted his advice on the Web.  That page is
mentioned in the FAQ.

I'm all for helping people with using AS under X on Win32 (although _why_
anyone wants to do that completely escapes me), but I simply don't have
the resources to support it: I don't know how to do this, and neither,
AFAICT, does anyone involved in the development effort for AS.  Partly,
this is because win32 is a lousy environment for X.

If you have success in following the directions there, and you think you
can address specific issues that are likely to crop up on Win32, _please_
feel free to let me know.  Post your efforts on the web, and tell me what
to point to, or just send me your efforts (DocBook sgml or plain text are
heavily preferred), and I'll do what I can to make those docs available.
