Are you saying that you don't know how to modify your path when you said
"perhaps the
location of the afterstep file (/usr/local/bin) is not in the path?"  If
that's the case then it depends what shell you are using, (probably bash).
Try this:
[snr@broken snr]$ echo $SHELL
if you do indeed get bash,  then you can modify your path like so:
export PATH=$PATH:/usr/local/bin
