One option other than those already mentioned is to set up a line similar
to the following in your 'database' file:

Style   "Wharf" AvoidCover

(or add AvoidCover to the end of the existing Wharf entry).  What this
does is to prevent windows being placed over (or under) the wharf.  If you
try to move a window over the wharf it just stops dead.  You can resize
windows so that they are under the wharf, but as soon as you try to move
the window, it jumps back so that the edge which was under the wharf is
now just touching the edge of the wharf.  I have this option enabled for
Wharf, Pager and Winlist so I don't accidentally hide 'em when I'm moving
another window, and so that nothing is automatically placed over/under
them - it's very useful.  Having said that, I'm using v1.7.49 - I don't
know in which version of AS this option was implemented.
