Hmm, I think I missed the impasse that Greg spoke of.  To bind a keypress 
to the AfterStep Raise function, add a like like the following to your 
feel:

# Raise window when Alt-F11 is pressed in the window area or AS decorations
Key F11         FSW     M       Raise
