Because sometimes you don't want to send it to everyone. If someone's
spamming the list with rubbish, it's best to shout directly at the offender
instead of creating even more junk by sending it to the list...

Also, threads can wander and go right off-topic, it's then best to continue
the discussion off-list so the uninterested people aren't downloading
messages they're not interested in.
