multiple pagers in a wharf

No need for that - all you have to do is to create bunch of symlinks, like 
so:

ln -s Pager0 Pager
ln -s Pager1 Pager
etc...

Accordingly your config will look something like :
*Wharf Pager0 - Swallow "Pager0" Pager0 0
*Wharf Pager1 - Swallow "Pager1" Pager1 1
*Wharf Pager2 - Swallow "Pager2" Pager2 2
*Wharf Pager3 - Swallow "Pager3" Pager3 3
