System wide files are placed in $PREFIX/share/afterstep so
that isn't a problem here.  The suggestion was to have
things in etc and share directories in the users home
directory which probably isn't such a good idea.  Besides
most Unix applications tend to place files that they need
for each user in a dot directory.
