[As-users] Cannot remove AvoidCover behaviour from Wharf

I notice a very strange behaviour of Wharf in Afterstep 2.00.02
and 2.1.2. Although my data base entry for the wharf looks like:

Style "*Wharf" NoTitle, Sticky, CirculateSkip, WindowListSkip,
                  NoHandles, BorderWidth 0, Layer 0

the wharf still behaves partially like AvoidCover is set. On the
first page of the virtual screen I cannot move windows on top of
the wharf. On all other pages this is no problem. This is already
partially annoying.

The big issue is, however, that as long as the wharf is open, it
avoids RandomPlacement of all windows which are so big that they
would cover the wharf. This occurs on all pages of the virtual
screen. This makes switching of applications to full screen a
pain because, they cannot simply use the full screen, but I have to
manually place them in the upper left corner. As soon as I close the
wharf RandomPlacement works independent of which other windows
are still on the same page.

Any ideas how this behaviour can be avoided?

Best wishes
         Volker
