All looks nifty except for the change in base.in. Setting it to the
following be default on install

gtkrcPath       ~/.gtkrc
gtkrc20Path     ~/.gtkrc-2.0

will bring us almost back to the original problem where the files get
clobbered on first run. Perhaps it's best to comment them out totally
(changing the comment to 'uncomment these to enable' aswell). That way
it's there, documented and ready to use but still non-destructive.
